He could be but if he's a Colonel he should have some....regalia.
He's from 20th/21st century Long Island USA, not 19th century Penzance.

I thought Forbin was perfectly cast, costumed, and portrayed.

Hats off to the actor, director, and anyone else involved. That band was pretty good too.
